Is the self-registration/login feature for a user available in brXM versions V13, V14, or V15?

Self registration is not supported.
If this was possible, anyone could make an account and gain access to sensitive unpublished content. Depending on the roles allowed on account creation, serious harm could occur.
It is possible to have an SSO integration that would automatically allow access to the CMS if an account exists in the SSO service provider.
We also have a password reset plugin for accounts that have already been provisioned by administrators. This exists for versions 10 through 16.
