I’m trying to display notification messages on CMS homepage to the users, are there any existing plugins that I can use to create a ribbon on the dashboard?

There is no public plugin available but this reminds me of a system-notifier plugin that was coded in a project that I know of. It never made to public space but maybe you can get your hands on it through our support. I guess you would get code that you need to incorporate into your project code base as custom solution.
