Create component to add containers to page

Hello,

Is there a way to create a component that can be used to add additional containers to a page. For the most part we stack our components down a page (see current layout image)

But now we are stating to see use cases where we would like to break that up with two components next to each other (new layout).

I know this could be done using templates but the key here is that the business would like to be able to have multiple options (2, 3, 4, 1 small 1 large, etc) and they would like to be able to move it anywhere on the page. Defining templates for all the options would be a lot.
