Hello, I’m not sure if this is still relevant, but we ran into the same thing.
Our problem was that we had a custom repository.xml that was missing the DataSource and Cluster config.
It took us a long time to find the culprit because there’s nothing in the documentation and/or logs that hinted at a solution. That is the reason why I’m responding to this (relatively old) thread.
Hopefully it helps someone else.
