Predefined set of content tags (keywords)

Is there any way to create a predefined list of keywords that can be used with the Content Tagging plugin?
The user should be able to choose only from the predefined list of keywords.

ex: In the ‘Keyword suggestions’ instead of dynamic list to be displayed a predefined list of keywords, so that the user can only choose values from that list and cannot enter values manually?
