it is automatically enabled if your page is part of a properly configured website and if document can be viewed on that site

is it compulsory to configure each page to enable preview option or is there any other way to enable preview option without configure each page.

Your document needs to be rendered, and to do so, you need to map it to a FTL or JSP template. otherwise there is no way to figure out how /where it should be rendered.
So, yes, you need to configure sitemap item to be able to preview it. see:
