we do’t have hippo:translations in cms, kindly help us with steps to create.
i tried creating from console, but no luck.
while creating do i need to select primary type as “hipposys:resourcebundles” ?
if yes, then how i can add “hipposys:resourcebundles”.
Please find the below screen shot for the same.

There is a problem with your deployment. That type should be available.
in other thread you said you are running 10.x version. You shouldn’t be adding those nodes/CND definitons manually, as you can cause product upgrades quite impossible if you start modifying system(product) CND definitions and you’ll end up creating quite complicated CND migration scripts to perform upgrades.
