is it currently possible to access the upgrade documentation of previous versions, e.g. 11.2 to 12.0?
It seems there is a redirect to version 13 in place s.t. navigation to previous versions is not possible?

Temporary hick-up, should be fixed now. Let me know if you keep having the problem, and make sure to rule out browser cache issues (unfortunately, the hick-up involved a permanent redirect.
